Abstract:Based on the higher requirements of education and learning in the new era and new situation, we sorted out four difficulties in undergraduate teaching in the field of emergency management. And a systematic solution to the dilemma is provided by the concept of Outcome-based Education (OBE) and the core notions of student-centered, output-oriented and sustainable improvement. According to the four implementation principles of OBE, we constructed three teaching optimization stages including expected students’ learning results, application-oriented teaching content and assessment system of learning results , and proposed a student-centered teaching goal of knowledge, ability and quality. Emphasizing learning outcomes that combine high-level competence with unstructured performanceand improving the undergraduate teaching system of emergency management with three measures of practical exercise and evaluation of learning have effectively enhanced the teaching quality of undergraduate emergency management.
