According to the basic principles of historical materialism, construction of democratic politics as a superstructure is based on the reform of productive forces and production relations. On the journey in the new era, the development of new quality productive forces has laid a solid material foundation and provided technical support for developing whole-process people’s democracy. Based on new quality productive forces with the characteristics of high technology, high efficiency and high quality, we can promote whole-process people’s democracy with digital technology empowering, system guarantee and effective governance process. Thus, it is necessary to strengthen institutions and systems suitable to new quality productive forces so that the people run the country commensurate, expand the mechanism of consultative democracy in the social economic life, develop primary-level democracy with the help of digital technology. Only in this way can we promote democracy in its broadest, genuine, and most effective form, and highlight the defining feature of socialistic democracy.
