In this article, the author tries to explain how the national values of Chinese and Western civilizations have been generated in history respectively in each civilization from the point of view of historical materialism. Each of them works as the value norm to form the consensus of the people within each society. The relative universal values would be generated gradually in international exchanges, which are the norms of interactions of people between different civilizations. These relative universal values are still in the process of formation today. Developed countries in the West attempt to impose their own value, which has been formed in the western capitalist society, imposed, on all countries of the world as the universal value. This will lead to nothing other than the conflict and split of value in the world. The philosophy of harmony advocated by the Chinese will promote the formation of relatively universal value through international exchanges.
