Abstract:How to teach students to be communicatively competent in English as required in the educational plan and how to test them in their competence are two issues of public interest. The academic requirements are set for English majors at college; yet no test is applied to measure their proficiency of the language. On the other hand, colleges and universities provide only their results in course achievement tests. This article tries to argue for the need of a reliable, valid and practical English proficiency test which is able to tell whether the test-taker meets the requirements in the plan.
