Sustainable development requires the environmental culture support. Environmental culture consists of environment regulations and environment moral. A law without moral goodness is not a good law, and moral without legal guarantee is also unsustainable. These two areas complement each other. From the practice of environmental governance, we take a number of measures but the effect is not satisfactory. The deep?rooted problem is the environmental culture “lag”. So we must get rid of a series of cultural barriers.
