In the early 1930s, the domestic political situation was turbulent and the Japanese invasion was underway.As one of the main initiators,Herman C.E.Liu organized and participated in the non-war construction movement.He proposed that leaders in all social circles should sign a “national non-war pact” and set up a “non-war movement alliance” .Although the movement was finally unsuccessful, the nationals were awakened in to some extent and the idea of defeating Japanese through the uniting was wide spread.This contributed to the future formation of anti-Japanese national united front and the final victory in the anti Japanesewar.
