The so called “Five Dissatisfactions” with the present college English instruction (CEI) in China are discussed,namely,dissatisfactions on the parts of college students,education management,employers,teachers and students’ parents.With a view to improving the situation,a scientific way of reforming CEI is advocated by China’s Ministry of Education and it is in this paper interpreted from four aspects: the nature of CEI,needs analysis for CEI,the quality of CEI staff and ECI evaluation system.Accordingly,the trend of CEI reform is anticipated for serving better the overall goal of a better structured college education,serving better the need of students’ own specialties and serving better the purpose of students’ individual development.
