The fifth plenary session of the 18th CPC central committee further defined functions of the primary-level party organization,which is,to improve construction of party organizations at different levels,strengthen overall function of the primary-level party organizations.The instruction is of great significance for the party organization on direction,orientation and effectiveness for primary-level party organization.Based on three elements of target,resource and policy,party organizations at colleges in universities should build "vertical professional party branches",achieve structure innovation,share fields innovation and win-win resource innovation,build up "school+N branches",set up interactive platforms between teachers and students,mix political and service functions to promote party-building effectiveness and college development.
