The university teacher party branch secretaries have dual attributes of “academic leader” and “branch leader” who are the “critical minorities” in the grass-roots party building in universities.This paper bases on the political willpower,organizational cohesion,leadership and execution,creativity and talent cultivation capability to establish a “Diamond Model” for improving core ability of the party branch secretaries as “dual leaders”.Under the background of the national accelerating development of the new engineering disciplines,it is necessary to establish an effective guarantee and incentive mechanism,building the backbone team in party building and disciplinary development through scientific and systematic administration and training.The model is of great value in the new era to promote the “Double First-Class University Plan” in universities and to internalize the mission of “strengthening moral education and talent cultivation”.
