Based on the data of the institutional repository of universities registered in Open DOAR, the current situation of the institutional repository of domestic and foreign universities is analyzed with the method of network document research. an effective and feasible strategy is proposed for the institutional repository from the functional point of view. First, a fully functional open access (OA) platform should be built up to provide literature search and download, journal query, and policy interpretation. Second, the OA platform should function as sharing academic resources. Thirdly, the platform should enhance its scientific research support functions d, such as knowledge map display and open journal recommendation. Finally, the concept of open access and the institutional repository platform should be strengthened to draw more attention from scientific researchers.
