Abstract:This paper reviews the trigger mechanism and governance model of public opinion in universities under the background of mobile Internet, and explores the impact of “emotional scenes”, “media scenes” and “speech scenes” changes in university public opinion, discusses the importance of risk perception of network public opinion in universities concerning ideological and political work. The mechanism of public opinion dissemination and governance in universities are described in three aspects: the motivation and method of student subject network expression, and the relationship between official media and students. The public opinion governance in colleges and universities is constructed as a three-dimensional collaborative governance model of “pre-public opinion governance”, “public opinion process governance” and “public opinion post governance”, which details the early warning of public opinion “accident symptoms”, emotional resolution, the basic concepts and application models of public opinion regular governance, emergency management and digital governance, and the mechanism of public opinion evaluation feedback in colleges and universities and the shaping mechanism of campus cultural identity. The “full life cycle” governance of public opinion in colleges and universities is summarized as a closed-loop governance of “early warning-governance-evaluation (feedback)-improvement”, strengthening college network public opinion early warning, governance system construction and public opinion guidance education, further enhancing the reform of college governance system, and promoting high-quality development of higher education.
