Abstract:New quality productive forces represent a novel paradigm for promoting the optimal combination and overall upgrading of laborers, means of labor, and objects of labor. Since original and disruptive technological innovation is the leading force driving their development, the ethical risks accompanying the development of emerging technologies are more uncertain and uncontrollable in their evolutionary process. Based on the understanding of the time-varying characteristics and occurrence rules of risks in the development process of emerging technologies, within the framework of new quality productive forces development, we can conduct a life-cycle risk review of the planning and design, R&D and creation, application and promotion, and iterative updating stages of emerging technologies from four adaptive dimensions—risk pre-judgment, early warning, pre-control, and prevention. On this basis, implementing ethical care for different development stages of emerging technologies is a new approach to providing full-process support and sustained safeguarding of scientific and technological ethics for the future industrial layout of the new quality productive forces.
