Improving the consistent and highly-functioning university party organizational system through institutional regulations is of great significance for promoting the high-quality development of universities and ensuring implementation of the decisions and plans of CPC Central Committee and higher-level Party organizations. Guided by the systemic theory, we need to take university Party organizations as an organic system, aiming to enhance the leadership of university Party committees, the executive capabilities of secondary-level Party organizations, and the effectiveness of grassroots Party branches in their work. The approach focuses on consolidating foundations, strengthening the base, and ensuring implementation, improving the Party’s leadership mechanisms, organizational operation mechanisms, and supervision and feedback mechanisms, promoting a consistent and highly-functioning organizational system. The research will provide valuable insights for universities to improve the construction of their organizational systems through institutional regulations.
